Peel and dice the potatoes, boil them in the chicken broth. Chop the pepper in little pieces. Heat the butter in a frying pan and fry the minced meat lightly, add the pepper. Fry the bacon in its own grease (no need to add oil or butter). Mix the crème fraîche and the mustard through the bacon. Strain the potatoes and mash them. Mix the bacon mixture through the mash. Boil the water. Put the bean sprouts in the strainer and pour the boiling water over the bean sprouts. Add the bean sprouts to the mash and the bacon and mix well. Make a bed of minced meat on a plate and scoop the mash on top.
Serving suggestion: mix some rocket through the mash.
